The only Frances Cook not a daughter I can find in the 1871 census is in Aldershot, she is nurse child age 2 in the houshold of Charles Williams age 36 ag lab born Barnet Mdx Wife Henrieta 43 born City London and their daughter Elizabeth Caen Williams.
The only child with William and Eliza Cook is Emmeline age 15 months. I cannot find a birth for an Emmeline.
Is Frances Emily Emmeline? None of the dates for these two children match.
